Is Kevin Shields just a lucky hack?

Just think about it. The band existed for nearly a decade before putting anything good out, their first album was largely shit, and their magnum opus, Loveless, is pretty much just an amalgamation of sonic youth, jesus and mary chain, and a number of late 80s dream pop bands. KS probably waited a quarter of a century to release his followup album because he knew Loveless' success was a complete fluke and there would be no way he could top it. There was a reason shoegazing was considered an insult back in the day, it basically hid shitty bands under a lot of distortion. Even those talentless cunts LEN were once pretty much an mbv clone.

I do agree that MBV's first album was pretty bad. I don't understand what people like about it, it's the popiness of shoegaze without the distorted dreamy-ness.
