Is hip hop the most inherently pleb genre of music?

I mean, in rock you have post-rock, shoegaze, and krautrock. In jazz you have free jazz, modal jazz, avant-garde, fusion, and third stream. In electronic you have, well, a lot. In hip hop the most far out stuff there is (Clouddead, Madvillan, Dalek, Cannibal Ox, Death Grips, J Dilla, DJ Shadow, etc.) is still pleb as fuck.
