There's still a scene in almost every town. I know where I live the punk kids run almost every house/venue show. It's still relevant and part of the underground.

On a big mainstream level? No. The ethic and attitude are still present through indie and underground music. It's kinda like a novelty piece people associate with.

Pretty much this. "Punk" as a genre was only really relevant for a few years anyway. When post-punk and the hardcore and subgenred stuff started, the genre died pretty quickly. The ethos is still important, but the music itself hasn't been relevant for more than 30 years.
