Depends on the shirt, I guess.

Mostly, I'd just use it as a gauge of someone's tastes, and it could be used to find people with tastes similar to yours.

Sometimes, you obviously get people who just wear band shirts for social credibility. I.E., anyone who wears a band shirt but hasn't listened to a full album of theirs. And sometimes, band shirts can be super embarrassing to see (like Nirvana shirts done in the style of the Starbucks logo because lolSeattle).

But, for example, if I saw someone with a The Glow Pt. 2 shirt, I'd assume they'd've listened to the album because it carries very little social stigma.

PS, I would "fuck" her

the only band shirsts i wear is an old smiths t shirt, empire of the sun shirt, and one witha bunch of R&B/jazz artists from some show back in 03

this. also the "social credibility" ones don't say much about someone's choice since they're mostly bands everyone's in to. like maybe the person wearing the shirt is super into the band but you and them both really liking the ramones doesn't mean any of your other taste is gonna match up (which is one of the reasons i don't wear my pink floyd and nirvana shirts very much)
