For something to qualify as art it must proceed from a genuine art impulse. Because this is information known only to the artist, you will never know whether or not their product is truly art.

Does it mean that they are somehow special or impressive because of that? No, artists can come in a wide variety of quality, ranging from utter shit to amazing.

If you can play guitar for example, and you just sometimes play other songs that have already been written, like casually, I wouldn't consider you an artist. You didn't create anything. You're a musician but not an artist.

If you create ANYTHING original, even if it's shit, you're an artist.

If you improvise, you're an artist.

But if you learn guitar and just play sublime songs on it or something, you're not an artist, you're just a douche.
