basically, modern pop-punk grew out of Southern California hardcore - they wanted to keep making music about the emotions of growing up, though in kind of a goofy way
some 70s punk bands kind of set the stage for the formula, though, like The Dickies, Ramones, The Undertones, Buzzcocks, The Zeros, Blondie, and The Mumps.

Another late 80s/early 90s group that should be mentioned is Jawbreaker.

If you want to get real technical they really were the first "pop punk" bands, they didn't really make it to what it is today. Also, a lot of people classify them as "punk" when "punk" and "pop punk" are a whole different ball park. Hell, Johnny Ramone even said it himself, "all we do is play "pop" but in a faster pace"

Blondie and The Clash are more "new wave" and Sex Pistols are definitely not "pop punk", in fact, Johnny Rotten would kill somebody if someone classified his band as "pop punk" because the Sex Pistols are the total opposite

Growing up, based on the image, I always assumed punk would sound incredibly abrasive and was surprised when I realised that the cute pop song God Save The Queen was by the Sex Pistols
