-All cars must be manufactured with standard 3 point seat belts
-Make it illegal to be in a car while the engine is on without a seatbelt unless reversing.
-Set fines for not wearing a seatbelt at 10% of weekly income.
-Three strikes for no seatbelt gets an instant year ban from driving
-Photographic evidence of being in a moving car with no belt is enough for a fine
-Cars must pass a yearly safety test
