People want to ban loli because they believe it's bad. Media create such a huge drama around pedophilia that people are unable to look at it objectively. Everytime someone sees something remotely relating to it, they got murderborner and want to burn everything, without even thinking if it actually helps anything. Hell, many people even believe that pedophilies should be jailed just for being born this way, because they can't comphrehand that banning pedos from reaching medical help will actually increase danger to children.
Also I don't see any efforts in banning lolis in Japan, except for temporary removing it from akiba during Olympics because PR.

You will never remove them, and any effort of banning sites like sadpanda will only cause people to increase security and dive into deepweb. Just like people do when alcohol becomes illegal.
The only way to stop these things is to understand the problem and consider options. We might live in pedo hysteria right now, but one day people will realize their politics backfire.
Also I don't think this is a losing battle in Japan in any way.
